Your modification/cleo maybe dude......

This may be because of the car / whatever the mods you have installed. Try re-installing your whole gta san andreas. If you don't have a copy of gta san andreas setup, try deleting any cleo mods you have. Do you have a back up of gta3.img? Sometimes , replacing your current gta3.img file with a new, fresh gta3.img can fix the issue. It seems like you're using cleo mods, try deleting them.
