Short explanation of events: Always when he approaches death he kills himself (/kill) or moves from his place to another place through /hotspots.
i'll report him many times for that (death evade) .
But now the evidences was filmed in the right time.

Your proofs are not sufficient, also you can't even shoot through that so him using hotspots in that location isn't considered a "death evade" as no bullets will be able to penetrate that tube unless you're usng hacks.
